In July 2013, with support from the US Department of State, CUTS International undertook a study titled “West Bengal Trade Assessment – Enhancing Trade and regional Economic Integration between India and Bangladesh”. The purpose of the study was to examine the key issues which affect bilateral trade through land routes along the border between the state of West Bengal and Bangladesh and to explore trade opportunities that can be realised by addressing such issues in turn to generate welfare outcomes for small-scale manufacturing and agrarian sectors.
In continuation of this project, CUTS has initiated a sequential project titled “Assessment of Bangladesh-India Trade Potentiality” aiming to assess the benefits arising by signing of two bilateral agreements namely; Motor Vehicle Agreement and an agreement on Sanitary and Phyto Sanitary measures. The two issues are non-physical in nature and are of high importance from the perspective of bilateral trade. Also from the previous study we found that border haats at the border area play an important role in impacting the local economy and trade of that region. Therefore, this project will also look at the possibility of replicating border haats along the eastern regions of the border between India and Bangladesh.
The duration of this project is of 13 months from 30th September 2013 to 31st October 2014.
To frame policy recommendations for signing and operationalising Motor Vehicle Agreement;
To frame policy recommendations for drafting and signing an agreement on Sanitary and Phyto-Sanitary measures;
To explore possibilities of replicating border haats along the eastern regions of India Bangladesh border.

The expected outcomes from the project can be listed as follows:
Better understanding by policy makers on issues and concerns with the present draft of the MVA agreement
Better understanding and consensus on the elements and components that need to be further incorporated into the document for better acceptance by all stakeholders.
Triggering the process towards signing of the MVA document and drafting of SPS agreement between India and Bangladesh
Better understanding on the benefits of Border Haats and higher consensus on replicating of such Haats along other locations along the India-Bangladesh border
Removal of barriers to trade and enhanced trade volumes between the two nations in the long run
